Please accept my warmest congratulations on the successful conclusion of the 11th Party Congress, and on your appointment as the General Secretary of the Communist Party of Vietnam.

The adoption of the new five-year Socio-Economic Development Plan and the ten-year Socio-Economic Development Strategy at the Party Congress has set the direction for the next stage of Vietnam's development. I am confident that under your capable leadership, Vietnam will continue to advance rapidly and develop to its full potential.
