     The following foreign Heads of Mission presented their credentials to President Dr Tony Tan Keng Yam in separate ceremonies at the Istana today:

 

     (a) The Ambassador of the Kingdom of Saudi Arabia

BIOGRAPHICAL SUMMARY

SAAD SALEH ALSALEH

AMBASSADOR TO SINGAPORE

KINGDOM OF SAUDI ARABIA

 

     Ambassador Saad S. Al Saleh's last appointment before accreditation to Singapore was Minister Plenipotentiary, Secretariat of Diplomatic Corps Council from 2015 to 2017.  Prior to that, he was the Counsellor of the Secretariat from 2010 to 2015.

     Ambassador Saad Al Saleh graduated from King Saud University, Riyadh with a Bachelor of Arts in Political Science in 1992. He began his diplomatic career as an Attaché in the Asian Directorate at the Ministry of Foreign Affairs and was Second Secretary at the Directorate of Communications and Telegrams, Second Secretary at the Saudi Embassy in Washington, and First Secretary at the Saudi Embassy in Cairo, before his appointment at the Secretariat of Diplomatic Corps Council in 2010.

     Ambassador Saad Al Saleh has represented Saudi Arabia at many overseas meetings and conferences. He has also received appreciation letters, including from the Saudi Minster of Foreign Affairs, the Saudi Ambassadors in Washington and Cairo, the Egyptian Minister of Tourism and Medical Doctors of Egyptian Al Qasr Al Aini Hospital in Egypt.

     Ambassador Saad Al Saleh is married with six children.

FLORIN MARIUS TACU

AMBASSADOR TO SINGAPORE

 ROMANIA 

 

      Ambassador Florin Marius Tacu has more than 18 years’ experience in Romania’s public service. Before being appointed as Ambassador to Singapore, he was Acting Secretary General of the Secretariat General of the Government of Romania, a position he held between September 2016 and January 2017. He was State Secretary at the Prime Minister’s Office between December 2015 and September 2016.

      Ambassador Tacu is a career magistrate with the rank of a Court of Appeal Judge.  The last time he held this position was between July and December 2015.  From April 2010 to July 2015, he was Romania’s Consul General in Shanghai in the People’s Republic of China, and from May 2014 until the end of his posting, he was also Dean of the Consular Corps in Shanghai.

     Before his tenure in Shanghai as Consul General, Ambassador Tacu worked in the Ministry of Foreign Affairs as Inspector General, exercising his powers in this position since February 2008. Prior to that, he was the Deputy Inspector General from November 2006 and Inspector from July 2005.

     His other previous positions include Judge at various local, county and appeal courts in Romania, and Deputy Director of the Litigation Department of the Ministry of Justice.

     Ambassador Tacu has a LL.M degree in Chinese Law with Shanghai Jiao Tong University and a B.A. in law degree with Alexandru Ioan Cuza University, Iași, Romania.  He has also graduated from other post-graduate courses in International Law and International Affairs.

    Ambassador Tacu is 40, married, and has one son. He is fluent in English and French, and has basic knowledge of Mandarin.

NGOUN SOKVENG

AMBASSADOR TO SINGAPORE

KINGDOM OF CAMBODIA

 

      Prior to his appointment as Ambassador to Singapore, Ambassador Ngoun Sokveng served as the Director of Asia 1 Department in the Cambodia Ministry of Foreign Affairs and International Cooperation (MFAIC), where he oversaw bilateral cooperation between Cambodia and other Southeast Asian countries as well as sub-regional cooperation forums.

     Ambassador Ngoun Sokveng has also held other key appointments in MFAIC, including in the General Department of ASEAN and at the Permanent Mission of Cambodia to the United Nations in New York.

     Ambassador Ngoun Sokveng obtained his Master Degree in Public Policy from the Australian National University in 2006.

     He is married to Mdm Kep Pidor and has one son.
