MFA Press Statement: Appointment of Non-Resident Ambassador to the Federative Republic of Brazil and Plenipotentiary Representative to the Caribbean Community

The Government has appointed Mr Sam Goi Seng Hui as Singapore’s Non-Resident Ambassador to the Federative Republic of Brazil, and Ms Karen Anne Tan Ping Ming as Singapore’s Plenipotentiary Representative to the Caribbean Community (CARICOM).

 

Mr Sam Goi Seng Hui is currently the Executive Chairman of global food group, Tee Yih Jia Food Manufacturing Pte Ltd and regional real estate developer GSH Corporation Ltd. He is also Honorary Council Member of the Singapore Chinese Chamber of Commerce and Industry. Mr Goi also serves asHonorary Chairman of the Dunman High School Advisory Committee and is a member of the University of Technology and Design Board of Trustees. 

 

Mr Goi was awarded the Public Service Medal by the Singapore Government in 2000, the Public Service Star in 2004, and the Public Service Star (Bar) in 2014. He was awarded the “Businessman of the Year” at the Singapore Business Awards in 2014 and the “SG50 Outstanding Chinese Business Pioneers Award” in 2015. 

 

Ms Tan joined the Singapore Foreign Service in 1985 and served as Singapore’s Permanent Representative to the United Nations in New York from 2013 to 2016,  High Commissioner to India with concurrent accreditation as Singapore’s Ambassador to the Kingdom of Bhutan and the Federal Democratic Republic of Nepal from 2011 to 2013, Permanent Representative to the World Trade Organisation in Geneva from 2007 to 2010, and Ambassador to Laos from 2004 to 2007.  While at the Ministry’s Headquarters, she also covered the North America, Europe, South Asia, Africa, Middle East, Latin America and International Organisations and Human Resource portfolios. Ms Tan graduated with a Bachelor of Arts in History (Honours) from the University of London, United Kingdom in 1985. She obtained a Master of Science in European Studies (with Distinction) from the University of London, United Kingdom in 1993. She was awarded the Long Service Medal by the Singapore Government in 2011.

Mr Sam Goi Seng Hui is the Executive Chairman of Tee Yih Jia Food Manufacturing Pte Ltd and GSH Corporation Ltd.

 

Mr Goi is a self-made entrepreneur, and has diverse business interests in Singapore, China, Malaysia and the United States of America. He is a strong supporter of trade and serves as the Honorary Council Member of the Singapore Chinese Chamber of Commerce and Honorary Life President of the Enterprise 50 Club. Mr Goi is a Council Member of the Singapore Jiangsu Cooperation Council, Singapore Tianjin Economic and Trade Council, Singapore Zhejian Economic & Trade Council, as well as its regional representative for Fuzhou City and Fujian Province. 

 

Mr Goi serves in various community and grassroots organisations. He is Honorary Chairman of the Dunman High School Advisory Committee, Honorary Chairman for Singapore Fuqing Association, Honorary President of Singapore Table Tennis Association, Honorary Chairman of the Nanyang Gwee Clan Association, Honorary President of Kong Hwa School Alumni, and is a member of Singapore University of Technology and Design Board of Trustee.

 

Mr Goi was awarded the Public Service Star (Bar) in 2014, the Public Service Star in 2004 and the Public Service Medal in 2000 by the Singapore Government. He was also awarded the Panglima Gemilang Darjah Kinabalu (Datuk) by the Malaysian Government in 2014. Mr Goi was awarded the “Leadership Award in Philanthropy” by the Singapore Tatler magazine in 2005.

KAREN ANNE TAN PING MING

SINGAPORE PLENIPOTENTIARY REPRESENTATIVE

TO THE CARIBBEN COMMUNITY (CARICOM)

 

Ms Karen Tan was appointed Singapore’s Special Envoy to the International Seabed Authority from April 2017 to April 2018. She was Singapore's Permanent Representative to the United Nations in New York from August 2013 to August 2016.

 

Born in 1964, Ms Tan graduated with a Bachelor of Arts in History, (Honours) from the University of London, United Kingdom in 1985. She obtained a Master of Science in European Studies (with Distinction) from the London School of Economics and Political Science, University of London, United Kingdom in 1993.

 

Ms Tan joined the Singapore Foreign Service in 1985. She served as First Secretary in the Singapore Embassy in Paris from 1989 to 1992, and as Counsellor and subsequently Deputy Permanent Representative at the Singapore Permanent Mission to the United Nations in New York from 1997 to 1999.  She was Singapore's Ambassador to the Lao People's Democratic Republic from 2004 to 2007, Singapore’s Permanent Representative to the World Trade Organization in Geneva and to the World Intellectual Property Organization from 2007 to 2010. Ms Tan was Singapore's High Commissioner to the Republic of India with concurrent accreditation as Singapore's Ambassador to the Kingdom of Bhutan and the Federal Democratic Republic of Nepal from 2011 to 2013.

 

At the Ministry’s Headquarters, she held various appointments including as Senior Deputy Director of Policy Planning and Analysis Directorate IV (South Asia, Africa, Middle East and Latin America and International Organisations), Director of Human Resource and Director of Policy, Planning and Analysis Directorate II (North America and Europe).

 

Ms Tan was awarded the Long Service Medal by the Singapore Government in 2011.
