MFA Press Statement: State Visit by His Excellency Vladimir Putin President of the Russian Federation to Singapore, 13 November 2018

President of the Russian Federation His Excellency Vladimir Putin, who is on a State Visit to Singapore, received a Welcome Ceremony at the Istana this afternoon, and called on President Halimah Yacob.

 

President Halimah and President Putin noted that this year marked the 50th anniversary of the establishment of diplomaticrelations. They welcomed the strengthening of  trade and investment, education, and cultural cooperation, and the progress made by the  annual High-Level Russia-Singapore Inter-Governmental Commission. They also noted the importance of a Free Trade Agreement (FTA) between the Eurasian Economic Union (EAEU) and Singapore, which would strengthen ties between the two countries and regions.  

 

In addition, President Halimah and President Putin co-officiated the groundbreaking ceremony for the Russian Cultural Centre (RCC). When built, the RCC will organise activities to promote cultural and people-to-people exchanges, as well as showcase Russian culture.

 

Four agreements were signed on the sidelines of the State Visit showcasing the comprehensive and dynamic relationshipbetween Singapore and Russia. These were a Joint Statement on the Russia-Singapore Agreement on Trade in Services and Investment, signed between the Ministry of Trade and Industry (MTI) and the Russian Ministry of Economic Development; an MOU in the field of Higher Education, signed between the Ministry of Education and the Russian Ministry of Science and Higher Education; and an MOU to promote cooperation on social and labour issues, signed between the Ministry of Manpower and Russia’s Ministry of Labour and Social Protection. In addition, the Singapore Cooperation Enterprise, a government agency formed by MTI and MFA in 2006, signed an agreement with the regional Government of St Petersburg to cooperate in the potential development of an urban transport management system.

 

President Halimah will host a State Banquet in honour of President Putin this evening.

 

  From 14 to 15 November 2018, President Putin will attend the 3rd ASEAN-Russia Summit and 13th East Asia Summit.
