REPUBLIC OF RWANDA
High Commissioner Jean de Dieu Uwihanganye was Minister of State in charge of Transport at the Ministry of Infrastructure of the Republic of Rwanda prior to his appointment.
An engineer by profession, High Commissioner Uwihanganye obtained his Bachelor's degree in Civil Engineering (First Class Honours) from the National University of Rwanda. This was followed by a Masters in Construction Project Management from the University of Manchester, School of Mechanical, Aerospace and Civil Engineering.
High Commissioner Uwihanganye is a construction business leader with experience in both operational, research, academic, managerial and leadership roles in construction project businesses in developing countries. Prior to his appointment as Minister of State, the High Commissioner managed and led various construction projects and has held successive positions at NPD Ltd as Director of Business Development and Planning (2016), Director of Construction and Engineering Services (2016), Project Manager (2014-2015) and Project Director for joint Venture Projects (since 2014). He was also a part-time lecturer for Project Management Courses at the University of Lay Adventists of Kigali (UNILAK). The High Commissioner is a Certified Project Manager of the Association of Project Management (APM).
High Commissioner Uwihanganye is married and has a young son.
