Senior Minister (SM) and Coordinating Minister for National Security Teo Chee Hean has concluded his working visit to Phnom Penh, Cambodia. On 6 and 7 May 2023, SM Teo attended the 32nd Southeast Asian (SEA) Games in his capacity as an Honorary Life President of the SEA Games Federation Council.
On 8 May 2023, SM Teo called on Prime Minister Hun Sen. They reaffirmed the longstanding relations between Singapore and Cambodia. Both leaders welcomed our growing cooperation in emerging areas such as renewable energy and carbon credits. They also discussed regional and international developments, including the importance of upholding the rules-based multilateral order.
SM Teo met Deputy Commander-in-Chief of the Royal Cambodian Armed Forces and Commander-in-Chief of the Royal Cambodian Army General Hun Manet, as well as Deputy Commander of the Royal Cambodian Army Lieutenant General Hun Manith. They agreed that Singapore and Cambodia enjoyed warm relations, and discussed our cooperation in security and defence. In addition, SM Teo met Minister Delegate attached to the Prime Minister and Secretary General for the Council for the Development of Cambodia Sok Chenda Sophea as well as Minister Delegate attached to the Prime Minister and Managing Director of Électricité du Cambodge Keo Rottanak. They discussed the economic linkages between Singapore and Cambodia, as well as new cooperation on cross-border electricity trading.
On 9 May 2023, SM Teo met Deputy Prime Minister and Minister of Interior Sar Kheng. Both leaders welcomed our longstanding cooperation on security, including in combating transnational crimes. SM Teo also met Deputy Prime Minister and Minister of National Defence Tea Banh. They exchanged views on deepening defence cooperation bilaterally and at ASEAN.
SM Teo and the Cambodian leaders welcomed Singapore and Cambodia’s expanding cooperation in energy, including Keppel Energy Pte. Ltd.’s partnership with Cambodia’s Royal Group Power Company Ltd. to develop and operate renewable energy projects in Cambodia, and to export up to one gigawatt (GW) of low-carbon electricity to Singapore via subsea high-voltage transmission cables. Keppel Energy had earlier received the Energy Market Authority’s first conditional approval for electricity imports as part of Singapore’s ambition to import up to 4 GW of low-carbon electricity by 2035.
