Introductory Visit of Prime Minister and Minister for Finance Lawrence Wong to Hanoi, Vietnam, 25 to 26 March 2025

Prime Minister and Minister for Finance Lawrence Wong has concluded his introductory visit to Hanoi, Vietnam.

 

Prime Minister Wong was received by Vietnam Prime Minister Pham Minh Chinh this morning. Following a ceremonial welcome, the two Leaders had a bilateral meeting. Prime Minister Chinh also hosted an Official Dinner in honour of Prime Minister Wong yesterday. During their discussions, both Leaders affirmed the excellent bilateral relations, as demonstrated by the recent upgrade of relations to a Comprehensive Strategic Partnership (CSP) earlier this month. This was Singapore’s first CSP with an ASEAN Member State. The upgrade underscored Singapore and Vietnam’s shared commitment to deepening cooperation in emerging areas, including the digital economy, renewable energy, and carbon credits. The two leaders agreed on the importance of these bilateral efforts, which would also contribute to regional initiatives such as the ASEAN Power Grid and ASEAN Digital Economy Framework Agreement. They witnessed the exchange of the Letter of Intent on the Plan of Action to implement the Singapore-Vietnam Comprehensive Strategic Partnership. They also witnessed the exchange of Memoranda of Understanding in the areas of cross-border electricity trade, cross-border QR code payments, and digital development and information.

 

Prime Minister Wong met Communist Party of Vietnam General Secretary To Lam and exchanged views on global and regional issues of mutual concern. The two Leaders welcomed the steady tempo of high-level visits between Singapore and Vietnam, with General Secretary Lam’s visit to Singapore and Prime Minister Wong’s visit to Vietnam taking place in the same month. Prime Minister Wong and General Secretary Lam also agreed to deepen party-to-party relations.

 

During Prime Minister Wong’s call on President Luong Cuong, the Leaders reaffirmed the warm and longstanding ties between Singapore and Vietnam. They discussed ways to implement our CSP, and strengthen cooperation in areas such as the green and digital economies. They also reaffirmed our shared commitment to ASEAN and upholding international norms. Prime Minister Wong also met Chairman of the National Assembly Tran Thanh Man, where they reaffirmed the strong bilateral relations and agreed to strengthen inter-parliamentary exchanges between Singapore and Vietnam. Prime Minister Wong also laid wreaths at the Ho Chi Minh Mausoleum and the Monument to War Heroes and Martyrs earlier this morning.
