You are invited by the Government of the Republic of Singapore as represented by the Embassy of the Republic of Singapore in Beijing under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Tender (“ITT”) for the Provision of Mechanical & Electrical (M&E) System Consultancy and Project Management Services to the Singapore Embassy in Beijing, PRC
以新加坡共和国外交部下属之新加坡共和国驻华大使馆为代表的新加坡共和国政府（“招标人”），特此邀请贵方参与为新加坡驻华大使馆提供机械和电气(机电)系统设计咨询和项目管理服务（“招标邀请涵”）。

3 Your bid must be fully completed and submitted in accordance with this ITT. You are advised to read carefully all documents enclosed in this ITT before submitting your tender proposal. All submissions must reach the Singapore Embassy in Beijing by hand, not later than Wednesday, 26 March 2025, 1600hrs (China Time).
贵方的报价必须按照本招标邀请涵完整制作和提交。建议贵方在提交贵方报价前仔细阅读附于本招标邀请涵的所有文件。所有投标书必须在2025年3月26日（星期三）下午四点（中国时间）之前亲手送达新加坡驻华大使馆。
4 A compulsory site briefing will be conducted on Monday, 24 February 2025 at 1500hrs Beijing time at the Singapore Embassy in Beijing. Tenderers who do not participate in the site visit will be disqualified. Interested vendors should email their interest to Mr Anthony Ang (anthony.ang@pfspl.com.sg) and Ms Suzanne Tiong (email: Suzanne_tiong@mfa.gov.sg) to register for the briefing.
强制报价发布会将于北京时间2025年 2月 24日（星期一）下午三点在新加坡驻华大使馆举行。没有参与实地视察的投标者将被取消资格参与此招标。感兴趣的供应商可电邮洪先生(anthony.ang@pfspl.com.sg）和Suzanne张(suzanne_tiong@mfa.gov.sg)报名登记。
5 The Tenders received shall be evaluated based on the critical and evaluation criteria below. Tenderers who do not meet the Critical Criteria will be disqualified from participating in the ITT.

Company’s track record to include: (a) Listing of satisfactorily completed works of similar nature and scale for the last 8 years; (b) Listing of 3 client references for completed works of similar nature in the last 8 years for reference check; (c) Financial records duly certified by qualified accountant/auditor to show annual turnover of at least RMB 2 million in the last 8 years; and (d) Experience in carrying out similar work for diplomatic entities or organisations in China in the last 8 years.
