You are invited by the Government of the Republic of Singapore as represented by the Embassy of the Republic of Singapore in Beijing under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Quote (“ITQ”) for the supply and installation of external window glass thermal insulation firm at the Singapore Embassy in Beijing, PRC.
以新加坡共和国外交部下属之新加坡共和国驻华大使馆为代表的新加坡共和国政府（“招标人”），特此邀请贵方参与新加坡驻华大使馆室外玻璃窗户提供和安装隔热膜（“报价邀请书”）。
2 This ITQ contains the following:
本报价邀请书包含以下内容：
a) Annex A - Instructions to Potential Suppliers;

b) Annex B - Summary of Quote Offer;
附件B - 承包商投标书；
c) Annex C - Conditions of Contract;

d) Annex D - Requirement Specifications;

e) Annex E - Non-Disclosure Agreement; and
附件E – 保密协议; 及
f) Other Correspondences.

3 Your Quotation must be fully completed and submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation. All submissions must reach the Singapore Embassy in Beijing by hand, not later than Wednesday, 22 January 2025, 1600hrs (China Time).
贵方的报价必须按照本报价邀请书完整制作和提交。建议贵方在提交贵方报价前仔细阅读附于本报价邀请书的所有文件。所有投标书必须在2025年1月22日（星期三）下午四点（中国时间）之前人手送达新加坡驻华大使馆。
4 A compulsory site briefing will be conducted on Thursday, 9 January 2025 at 1500hrs Beijing time at the Singapore Embassy in Beijing. Tenderers who do not participate in the site visit will be disqualified. Interested vendors should email their interest to Mr Anthony Ang (Anthony.ang@pfspl.com.sg) to register for the briefing.
强制报价发布会将于北京时间2025年 1月 9日（星期四）下午三点在新加坡驻华大使馆举行。没有参与实地视察的投标者将被取消资格参与此招标。感兴趣的供应商可电邮洪先生(anthony.ang@pfspl.com.sg）报名登记。
5 The Quotations received shall be evaluated based on the critical and evaluation criteria below. Tenderers/bidders who do not meet the Critical Criteria will be disqualified from participating in the ITQ.

· Potential tenderers must attend a compulsory site briefing that will be conducted on 9 January 2025 at 1500 hrs Beijing time, at the Singapore Embassy in Beijing.

· Potential tenderers must furnish a valid China company registration certificate, and a certification as an authorised installer for project issued by the manufacturer.
投标者必须提供有效的中国公司注册证书和制造商签发的项目授权施工安装证书。

*Critical but non-scorable criteria - Companies that do not meet these criteria will be disqualified.

7 The Government of the Republic of Singapore does not bind itself to accept the lowest Quotation Offer, or the whole or any part of any Quotation Offer.
