Certificate of Identity

A Certificate of Identity (COI) is a travel document issued to Singapore Permanent Residents (PR) who are stateless to facilitate their travels abroad. PRs are required to apply or renew their COI with the Immigration and Checkpoints Authority (ICA) in person and they can submit their application within two months of its expiry. However, PRs who are overseas can submit their applications through the nearest Singapore Embassy/Consulate who will assist to collect the application for/renewal of COI on behalf of ICA, which is the issuing and processing authority. All approved documents pertaining to PR renewal have to be collected in person in Singapore. The Consulate-General will inform you once ICA notifies us of the application approval.
