STATEMENT BY SINGAPORE DURING THE INTERACTIVE DIALOGUE WITH THE SPECIAL RAPPORTEUR ON THE SITUATION OF HUMAN RIGHTS IN MYANMAR DURING THE 46TH SESSION OF THE HUMAN RIGHTS COUNCIL, 11 MARCH 2021

12 Mar 2021

Mdm President,

Singapore takes note of the Special Rapporteur’s report. Singapore is appalled by the use of lethal force against civilians and unarmed demonstrators, which is inexcusable under any circumstances.

Given Myanmar’s escalating political, economic, and human rights crisis, the immediate priority must be to step back from confrontation. We call upon the military authorities to desist from the use of lethal force against unarmed civilians, and put an end to further violence and bloodshed.

We call on all sides to urgently seek a negotiated compromise, so that Myanmar can return to its path of democratic transition. It is critical for key stakeholders to come together to find a long-term peaceful political solution. To this end, we strongly urge the immediate release of President Win Myint, State Counsellor Aung San Suu Kyi and other political detainees.

The Special Rapporteur’s report details how foreign investors, including those from Singapore, have begun to re-evaluate their investments in Myanmar.  Broad-based sanctions however will harm the people of Myanmar.  The present situation comes at a time of acute COVID-19 and economic distress in Myanmar, and will inevitably impact the welfare and livelihood of the people of Myanmar and the country’s long-term development.

Ultimately, Myanmar’s future must be determined by her own people. But the international community has a role to play in facilitating a return to stability. We strongly support efforts by ASEAN as well as the UN Secretary-General’s Special Envoy Christine Schraner Burgener. We hope to see an outcome that reflects the interests and the will of the people of Myanmar.

Thank you.
