About the Vietnam-Singapore Cooperation Centre

Singapore has extended technical assistance to fellow developing countries since the 1960s. As a country whose only resource is its people, Singapore believes that human capital development is vital for economic and social progress.

 

The Singapore Cooperation Programme (SCP) was established in 1992, to bring together the various technical assistance programmes offered by Singapore under one framework. Since then, over 22,000 Vietnamese government officials have attended courses offered under various SCP platforms, majority of which were conducted under the Initiative for ASEAN Integration (IAI) that was launched during Singapore’s ASEAN Chairmanship in 2000.

 

The Vietnam-Singapore Training Centre (VSTC) was established in November 2001 to administer courses aligned with IAI objectives for Vietnamese Government officials. Since the first IAI “Practical English” course was conducted at the VSTC in March 2002, by mid-2024, close to 13,000 Vietnamese officials have attended IAI courses offered by Singapore. 

 

In 2018, the VSTC was upgraded to the Vietnam-Singapore Cooperation Centre (VSCC) to facilitate a wider range of capacity-building programmes beyond the IAI courses. The VSCC is to serve as an integrated platform for Singapore, and its private and public sector agencies, to coordinate and deliver capacity building programmes that are aligned with Vietnam’s needs, priorities, and aspirations. The VSCC underscores Singapore’s commitment to support Vietnam’s development journey.

 

Some of the recent partners that the VSCC worked with include Consulus Vietnam, RMIT University Vietnam, the Hanoi Association of Women Entrepreneurs and Singapore Management University.
