INVITATION TO TENDER FOR DESIGN CONSULTANCY SERVICES FOR THE RENOVATION PROJECT AT THE OFFICIAL RESIDENCE OF THE SINGAPORE CONSUL-GENERAL IN HONG KONG

            The Consulate-General of the Republic of Singapore in Hong Kong would like to invite you to tender for the provision of design consultancy services for the Renovation Project at the Official Residence of the Singapore Consul-General in Hong Kong.

2          You shall be deemed to have read and fully understood the following documents which constitute integral components of this tender and shall comply with all terms and conditions specified therein. Please contact Ms Constance Ngiam or Ms Liew Pei Shan at (852) 2527 2212 to obtain the following tender documents in hardcopy.

                        (a)       Annex “A”    -           Instructions to Tenderers

                        (b)       Annex “B”     -           Form of Tender

3          Tender offers shall be submitted using sealed envelopes to the Consulate-General as stipulated in Annex A 'Instructions to Tenderers'.  All submissions should reach the Consulate-General not later than 4 January 2017 at 12 noon.  Late submissions will be disqualified.

4          Your proposal shall be evaluated based on the criteria listed below according to the

a)     Price competitiveness: 45%

b)     Quality Criteria (55%)

• Qualifications and CV of Consultant Team (10%)
• Company’s Job References of completed projects of similar scale and nature (10%)
• Proposed design and perspectives (35%)

5            You are required to attend a compulsory tender briefing/site visit on 7 December 2016 at 3pm at the following address. You may contact Ms Constance Ngiam at 9308 2669 for this site visit.

7          The Consulate-General does not bind itself to accept the lowest tender offer, or the whole or any part of any offer.

8          All cost or expenses related to preparing the tender will be borne by you.

9          All information supplied to you by the Consulate-General, either in writing or orally, must be treated in confidence and not disclosed to any third party.

10          The submitted tender should remain valid for acceptance for a minimum of 90 days from the closing date of this tender.
