EXPRESSION OF INTEREST (EOI)
To: Interested Companies
The Consulate-General of the Republic of Singapore in Hong Kong invites interested companies to submit their Expression of Interest (EOI) for the provision of design consultancy services for the renovation of its office at Units 901-902, 9/F, Admiralty Centre Tower 1, 18 Harcourt Road, Hong Kong.
2 The renovation would apply to an existing office space with a net area of approx. 8,700ft2 (gross area of approx. 10,159 ft2). The renovation scope includes reconfiguring the office space to create a new multi-purpose room, library, pantry and offices; to replace the ceiling, flooring and built-in furniture. The works will also include mechanical (such as the replacement of the entire air-conditioning system), electrical, audio-visual, IT and *security works. The appointed consultant shall be responsible from the design, tender preparation, tendering for contractors, contract administration, project management for construction to project close out. The consultant shall also obtain all necessary authorities’ approvals for the premises.
* An integrated security system with CCTVs, magnetic door contact, motion detectors, intruder detection system with arming & disarming panels, access control system with readers & EM locks, X-ray machine, etc. The works will also include upgrading of security systems, additional CCTVs, changing of doors and ironmongeries for new and existing doors, partition works above false ceiling, relocation of existing security system. All new security works will have to be compatible with the existing security systems.
3 Only companies who meet the following critical criteria would be shortlisted for the pre-qualification exercise:
a. Companies must have an office based in Hong Kong and possess the valid operating licences issued by the relevant authorities in Hong Kong for the works;
b. Companies must be cleared by Ministry of Foreign Affairs, Singapore; and
c. Companies must have satisfactorily completed works of similar nature in Hong Kong.
4 The evaluation criteria for the pre-qualification exercise would be:
a. Financial Capacity (15%)
b. Experience of Project Personnel (30%)
c. Company Track Record of Projects of Similar Nature and Scale (35%)
d. Manpower Allocation and Available Resources (10%)
e. Customer Satisfaction of Performed Works (10%)
5 The maximum number of companies who will be eligible to participate in the subsequent Tender Stage will be those who meet all the pre-qualifying criteria stated and who have submitted their qualifying documents by the closing date of this EOI. One “Original” set, One “Copy” and One CD-ROM of the EOI shall be submitted to the following address before 12:00 pm (HKT), on 30 September 2021:

6 Any clarifications should be made in writing and sent via electronic mail to hong_kong_procurement@mfa.sg no later than 7 calendar days before the closing date of this EOI. Companies who wish to seek extension to the specified Period of EOI shall submit their request via electronic mail to hong_kong_procurement@mfa.sg no later than 7 calendar days from the closing date, failing which we would have the discretion to disregard any such requests.
