ASEAN regulators and utilities look closer at multilateral power trade

BANGKOK, 25 February 2019 – Representatives from ASEAN power sector regulators and utilities discussed the implications of multilateral power trade for national regulators at a workshop in Bangkok, Thailand on 20 and 21 February.

The two-day workshop discussed the ASEAN regional integration perspective, taking into account the lessons learned from national and regional power integration experiences across the globe.  ASEAN officials benefited from the experience of regulators and system operators from regional electricity markets in the United States, European Union, Nord Pool, India/South Asia, South Africa, Gulf countries and Central America.

The workshop was the second under the “Feasibility Study for ASEAN Multilateral Power Trade” project which is intended to provide frameworks and schemes supportive of the market mechanism, institutions and interconnection infrastructure needed to advance multilateral electricity trade. This project will produce a comprehensive feasibility study to accelerate the realisation of the ASEAN Power Grid (APG) multilateral power trade. It is expected, among others, to provide not only recommendations but also operational options for APG multilateral power trade. The feasibility study is a key deliverable of the Heads of ASEAN Power Utilities/Authorities (HAPUA) for 2019 and supports the energy priorities of Thailand’s ASEAN Chairmanship.

This initiative is a continuing collaboration between the ASEAN Secretariat and the HAPUA together with the International Energy Agency with support from the Government of Australia through the ASEAN-Australia Development Cooperation Program Phase II.  The Ministry of Energy of Thailand also helped in hosting the second workshop.
