Appointment of Singapore's Representatives to the ASEAN Intergovernmental Commission on Human Rights (AICHR)
The Government of Singapore has appointed Dr Shashi Jayakumar as Singapore’s Representative to the ASEAN Intergovernmental Commission on Human Rights (AICHR). Dr Jayakumar’s term of service will begin on 1 January 2019. Associate Professor Eugene Tan has been appointed as Singapore’s alternate Representative to the AICHR. In the absence of Singapore’s Representative to the AICHR, the alternate Representative will have the full mandate to represent Singapore.
The AICHR is an organ of ASEAN established in accordance with the ASEAN Charter as the overarching human rights institution in ASEAN with overall responsibility for the promotion and protection of human rights. In line with its Terms of Reference, the AICHR developed an ASEAN Human Rights Declaration which was adopted by the ASEAN Leaders at the 21st ASEAN Summit in Phnom Penh in November 2012.
Dr Jayakumar succeeds Singapore’s third AICHR Representative, Ambassador Barry Desker, who will complete his term of service on 31 December 2018. Dr Jayakumar is currently the Head of the Centre of Excellence for National Security (CENS) and the Executive Coordinator for Future Issues and Technology at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University. He was a member of the Singapore Administrative Service from 2002 to 2017, and was a Senior Visiting Research Fellow at the Lee Kuan Yew School of Public Policy from 2011 to 2014.

BIOGRAPHICAL SUMMARY OF DR SHASHI JAYAKUMAR
Dr Shashi Jayakumar is currently the Head, Centre of Excellence for National Security (CENS) and Executive Coordinator, Future Issues and Technology at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University.
Dr Jayakumar was educated at Oxford University where he studied History. He was a member of the Singapore Administrative Service from 2002 to 2017. During this time, he was posted to various Ministries, including the Ministries of Defence, Manpower, Information and the Arts, and Community Development, Youth and Sports. Dr Jayakumar was a Senior Visiting Research Fellow at the Lee Kuan Yew School of Public Policy from 2011 to 2014. The main focus of his research and writing there was local society and politics. His other research interests include extremism, social resilience, and homeland defence. He was the Alternate Representative of Singapore to the AICHR from 2016 to 2018.

BIOGRAPHICAL SUMMARY OF ASSOCIATE PROFESSOR EUGENE TAN
Eugene Tan is currently an Associate Professor of Law at the Singapore Management University (SMU) where he teaches at the law, business and social sciences schools. He is also an adjunct faculty at the Singapore University of Technology and Design and an Associate at the Centre for International Law at the National University of Singapore.
A/P Tan was educated at the National University of Singapore where he studied Law, London School of Economics and Political Science where he studied Comparative Politics, and Stanford University where he was a Fulbright Fellow. He served as a Nominated Member of Parliament in Singapore’s 12th Parliament from 2012 to 2014. A/P Tan’s areas of specialisation include constitutional and administrative law, business ethics and corporate social responsibility, law and public policy, as well as government and politics of Singapore.
