Mission Updates

The Singapore Embassy held a Reception to commemorate the 50^th Anniversary of Singapore’s independence on 15 September 2015 at the Ritz-Carlton Hotel in Moscow.  The event was graced by Deputy Minister of Foreign Affairs Igor Morgulov and was attended by approximately 400 guests. In her speech, Ambassador Lim Kheng Hua spoke about Singapore’s foreign policy and expressed satisfaction at the steady growth of Singapore’s bilateral relations with Russia.  The Ambassador’s full speech is appended below. 

At the Reception, guests were able to take in a number of Singapore’s unique attractions, including a model of the Gardens by the Bay.  Guests were also treated to local delicacies such as pineapple tarts, ice kachang, chap chye and chicken satay, prepared by Singaporean Chef Damian D’Silva. The Embassy would like to thank all its sponsors for their strong support in making this event possible.

His Excellency Igor Morgulov, Deputy Minister of Foreign Affairs of the Russian Federation,

Fellow Singaporeans,

Distinguished Guests,

1        I wish everyone a very warm welcome.

2        This year has been an important milestone for Singapore. We celebrated our 50^th anniversary as a nation on 9 August.  Sadly, we lost our founding father Mr Lee Kuan Yew who passed away in March.  It has been a year for Singaporeans to reflect on our short but intense history, to take stock of where we are now and chart a path of sustainable growth for our future generations. 

3        The journey that Singapore took after becoming independent in 1965 is well documented in many books about the Singapore story and the Singapore experience.  As a small island state with no natural resources and no hinterland, Singapore has survived by striving to be relevant, keeping an open and competitive economy, and staying engaged with the rest of the world. We pursued an active and constructive diplomacy that allowed us to establish friendly relations with all countries. We worked with our neighbouring countries to form and strengthen ASEAN.  We played a key role in forging links with Europe through the Asia-Europe Meeting (ASEM), Latin America through the Forum for East Asia-Latin America Cooperation (FEALAC), and the Middle East through the Asia-Middle East Dialogue (AMED). Our membership in the Commonwealth reminds us of our shared heritage with many South Asian, African and Caribbean countries, as well as the UK, Australia and New Zealand.  APEC has added more dimensions to our ties with significant economies in East Asia, the US and Russia.  While Singapore’s economy is diversified, international trade remains critical to our economic wellbeing.  To this end, we have a network of twenty (20) bilateral and regional Free Trade Agreements (FTA) with thirty-one (31) countries.    

4        I am pleased to say that Singapore’s relations with Russia have been growing steadily.  We have excellent cooperation in multilateral forums. The Russia-Singapore Intergovernmental Commission and Business Forum have played an important role in developing bilateral economic and business ties. Tens of thousands of Russian tourists visit Singapore each year and a few thousand Russians now live and work in Singapore. We look forward to the establishment of a Russian Cultural Centre in Singapore which will promote greater understanding between our peoples.  

5        Before I end, I want to take this opportunity to thank Deputy Foreign Minister Morgulov for his commitment to improving Russia’s relations with Singapore.  I also want to thank all of you here who have supported me and my embassy with your friendship and advice.   

6        May I invite everyone to join me and Mr Morgulov for a toast:  “To Singapore’s Golden Jubilee and long lasting friendship between Russia and Singapore.”

Наши дорогие соотечественники сингапурцы,

Уважаемые гости,

1          Позвольте поприветствовать всех собравшихся.

2          Этот год был очень важным для Сингапура. 9 августа мы отметили 50-летнюю годовщину становления нашей государственности. К сожалению, в этом же году мы потеряли нашего отца-основателя г-на Ли Куан Ю, которого не стало в марте. Это был год, когда мы вспоминали нашу короткую, но насыщенную историю, определяли, где мы находимся сейчас, и строили планы дальнейшего развития для будущих поколений.

3          Путь, который Сингапур прошел после обретения независимости в 1965 году, хорошо описан во многих книгах об истории Сингапура и о его опыте. Будучи маленьким островным государством без природных ресурсов и материковой части, Сингапур выжил, стремясь идти в ногу со временем, сохраняя открытую и конкурентоспособную экономику и оставаясь на связи со всем остальным миром. Мы вели активную и конструктивную дипломатию, что позволило нам установить дружеские отношения со всеми странами. Мы работали с нашими соседями, чтобы сформировать и укрепить АСЕАН. Мы играли ключевую роль в формировании связей с Европой через Форум «Азия-Европа» (АSEM), с Латинской Америкой в рамках Форума по  сотрудничеству «Восточная Азия-Латинская Америка» (FEALAC), и с Ближним Востоком через «Диалог Азии и Ближнего Востока» (AMED). Мы ценим наше членство в Содружестве, которое напоминает нам о нашем общем наследии со многими южно-азиатскими, африканскими государствами и странами Карибского бассейна, а также с Великобританией, Австралией и Новой Зеландией. АТЭС открыл новые горизонты для наших связей с мощными экономиками Восточной Азии, США и России. В то время как экономика диверсифицируется, международная торговля остается основополагающей для нашего экономического процветания. С этой целью, у нас существует сеть из двадцати (20) двусторонних и региональных соглашений о свободной торговле с тридцати одной (31) страной.

4          Я имею честь сказать, что отношения Сингапура с Россией неуклонно развиваются. Мы прекрасно сотрудничаем на многосторонних форумах. Российско-Сингапурская Межправительственная комиссия и Деловой форум сыграли важную роль в развитии двусторонних экономических и деловых отношений. Десятки тысяч российских туристов посещают Сингапур ежегодно и несколько тысяч россиян в настоящее время живут и работают в Сингапуре. Мы с нетерпением ждем открытия Российского Культурного центра в Сингапуре, который будет способствовать укреплению взаимопонимания между нашими народами.

5          Прежде чем закончить свою речь, я хочу воспользоваться этой возможностью, чтобы поблагодарить Заместителя Министра иностранных дел г-на Моргулова за его приверженность развитию отношений между Россией и Сингапуром. Я бы также хотела поблагодарить всех собравшихся здесь людей, которые поддерживали меня и наше посольство своей дружбой и советами.

6          Позвольте мне пригласить всех присоединиться ко мне и г-ну Моргулову и поднять тост за «Золотой юбилей Сингапура и продолжительную дружбу между Россией и Сингапуром».
