Minister for Foreign Affairs Dr Vivian Balakrishnan will visit Hanoi, Vietnam from 27 to 28 August 2018 to attend the third Indian Ocean Conference (IOC) in his capacity as Co Vice-Chair of the Organising Committee, alongside Minister of External Affairs of the Republic of India Sushma Swaraj. The third IOC will be chaired by Prime Minister of Sri Lanka Ranil Wickremesinghe. Minister Balakrishnan will deliver remarks at the inaugural session on 27 August 2018.
The IOC is a Track 1.5 event organised by the India Foundation based in New Delhi, in collaboration with the S Rajaratnam School of International Studies (RSIS), the Bangladesh Institute of International and Strategic Studies, and the Diplomatic Academy of Vietnam to discuss cooperation in the Indian Ocean Region. The theme of the third IOC is “Building Regional Architectures”. The inaugural IOC was held in Singapore in September 2016 and the second IOC was held in Colombo, Sri Lanka.
Minister Balakrishnan will be accompanied by officials from the Ministry of Foreign Affairs.
