You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Tender (“ITT”) for the Provision of Managing Agent Services for the Singapore High Commission in New Delhi.
2 This ITT contains the following:
3 The prescribed Form of Tender attached to this Covering Letter must be fully completed.
4 Your Tender Offer must be fully completed and submitted in accordance with this ITT. You are advised to read carefully all documents enclosed in this ITT before submitting your Tender Offer.
5 Interested tenderers should write to the appended contact persons to retrieve the tender documents from the High Commission before mandatory onsite briefing. Similarly, all enquiries regarding this ITT should be made in writing and directed to:

6 A mandatory onsite briefing and show-around will be conducted on Friday 1 March 2024 at 1000 hours (local time). Interested companies should email to Mr Kevin Liew and Mr Joseph Tang by Thursday 28 February at 1200 noon (local time) to register your attendance for this compulsory briefing.
7 The closing date of this ITT is Wednesday 27 March 2024 at 1200 hours (local time). The acceptance and award of the ITT will be at the sole discretion of the Singapore High Commission in accordance with this ITT. The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.
8 All tender offers – one copy each of original and duplicate - must be delivered by hand in a sealed envelope addressed to Mr Kevin Liew, Counsellor (Admin & Consular) with the heading “ITT for Provision of Managing Agent Services for the Singapore High Commission in New Delhi” by the given deadline as stipulated in paragraph 7.
9 All costs or expenses incurred in the preparation and submission of the Tender proposal will be borne by the Contractors.

The tenderer must furnish a COVID-19 management plan to outline manpower deployment and support during a full or partial lockdown imposed by the local government or the High Commission. |

The Tenderer must not have received more than 4 poor performance reports (letters of warning, verbal warning, liquidity damages, and etc) during tenure with its past or existing clients including the Singapore High Commission.

11 The proposal offer shall remain valid for acceptance for a minimum period of ninety (90) days from the closing date of this ITT.
