INVITATION TO QUOTE (ITQ) – PROVISION OF PEST CONTROL SERVICES AT THE SINGAPORE HIGH COMMISSION IN NEW DELHI

 

          You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Quote (“ITQ”) for Provision of Pest Control Services at the Singapore High Commission in New Delhi. 

2        This ITQ contains the following:

  1. Instructions to Potential Suppliers;
  2. Conditions of Contract;
  3. Requirement Specifications;
  4. Non-Disclosure Agreement;
  5. Appendix A - Price Schedule;
  6. Appendix B - Track Record; and
  7. Appendix C – Non-disclosure Agreement.

 

3        Your Quotation must be submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation.

 

4        Non-compliance with the submission mode as specified in this ITQ will result in an immediate disqualification from the ITQ exercise. All enquiries regarding this ITQ shall be made in writing via email and directed to:

  1. Mr Kevin Liew at email: kevin_liew@mfa.gov.sg; and
  2. Mr Joseph Tang at email: joseph_tang@mfa.gov.sg.

 

5        A mandatory onsite briefing and show-around will be conducted on 10 May 2024 at 1000 hours (local time).  Interested companies should email to Mr Kevin Liew and Mr Joseph Tang by 9 May 2024 at 1200 noon (local time) to register your attendance for this compulsory briefing.

 

6        The closing date of this ITQ is 17 May 2024, Friday, at 1200 hours (local time).  The acceptance and award of the ITQ will be at the sole discretion of the Singapore High Commission in accordance with this ITQ.  The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.

 

7        All quotation offers must be submitted via email addressed to Mr Kevin Liew, Counsellor (Admin & Consular) and Mr Joseph Tang, Attache, with the heading “ITQ for Provision of Pest Control Services at the Singapore High Commission in New Delhi” by the given deadline as stipulated in paragraph 6. 

 

8        All costs or expenses incurred in the preparation and submission of the Quotation proposal will be borne by the potential supplier. 

 

9        The Quotation will be evaluated based on the following criteria and weightage assigned:

The Contractor must have registered under Indian Pest Control Association (IPCA). A registration certificate to be attached with ITQ proposal.

Companies who do not meet this criterion will be disqualified.

The tenderer must attend the compulsory site show around and briefing.

Companies who do not meet this criterion will be disqualified.

The tenderer must have relevant track records demonstrating that they had provided the relevant services minimally for the past 5 continuous years.

 

Critical but non-scoreable.

 

Companies who do not meet this criterion will be disqualified.

4

The Contractor must have completed at least one similar contract at a value of at least Rs 5 lakh and a turnover of Rs 20 Lakh in one of the last 5 years. A certificate from a Chartered Accountant Firm must be attached with the ITQ.

10      The proposal offer shall remain valid for acceptance for a minimum period of ninety (90) days from the closing date of this ITQ.
