STATEMENT BY MR NATHANIEL KHNG, COUNSELLOR (LEGAL), PERMANENT MISSION OF SINGAPORE TO THE UNITED NATIONS, TO INTRODUCE DRAFT RESOLUTION A/77/L.6 ON PLENARY MEETINGS OF THE GENERAL ASSEMBLY ON 8 AND 9 DECEMBER 2022 DEVOTED TO THE CONSIDERATION OF THE ITEM ENTITLED “OCEANS AND THE LAW OF THE SEA” AND TO THE COMMEMORATION OF THE FORTIETH ANNIVERSARY OF THE ADOPTION AND OPENING FOR SIGNATURE OF THE UNITED NATIONS CONVENTION ON THE LAW OF THE SEA, UNDER AGENDA ITEM 72(A), ON OCEANS AND THE LAW OF THE SEA, GENERAL ASSEMBLY, 2 NOVEMBER 2022

Mr President,

1 I have the honour of introducing draft resolution A/77/L.6.

2 In General Assembly resolution 76/72 of 9 December 2021, the Assembly decided to devote the plenary meetings of the Assembly on 8 and 9 December 2022 to the consideration of the item entitled “Oceans and the law of the sea” and to the commemoration of the fortieth anniversary of the adoption and opening for signature of the United Nations Convention on the Law of the Sea. 

3 Under the present draft resolution, the Assembly will adopt the organizational arrangements for the plenary meetings of 8 and 9 December as outlined in the draft resolution’s Annex. Of note, the organizational arrangements include a list of speakers for the commemoration of the fortieth anniversary of the adoption and opening for signature of the Convention. 

4 Singapore acknowledges and welcomes the strong support of many delegations for the commemoration of this anniversary, which would be an occasion to celebratekey milestones for multilateralism and the rule of law in the oceans and seas. We are also grateful for the support expressed by many delegations for the present draft resolution, and the constructive comments that we received during the informal consultations on this draft resolution.

5 To conclude, Singapore hopes that the General Assembly will adopt the draft resolution without a vote. We also wish to reiteratethe encouragement reflected in General Assembly resolution 76/72—that Member States and observers be represented at the highest possible level for the commemoration of the fortieth anniversary of the adoption and opening for signature of the United Nations Convention on the Law of the Sea.
