STATEMENT BY MR NATHANIEL KHNG, COUNSELLOR (LEGAL), PERMANENT MISSION OF SINGAPORE TO THE UNITED NATIONS, FOR CLUSTER 1 DEBATE, ON AGENDA ITEM 78 ON CRIMES AGAINST HUMANITY, RESUMED SESSION OF THE SIXTH COMMITTEE, 11 APRIL 2023

Thank you, Mdm Chairperson.

 

1 Singapore reiterates its appreciation for the work that was undertaken by the International Law Commission and Special Rapporteur Professor Sean Murphy on this important topic. Crimes against humanity are among the most serious crimes of concern to the international community, and it is imperative that the international community works together to end impunity for perpetrators and provide justice for victims.

 

2 My delegation wishes to acknowledge, at the outset, that the Commission had taken into account an array of views and suggestions from States in its work on this topic. We appreciate the amendments made to the draft articles and commentaries before their adoption at the second reading. These have generally improved the clarity and legal precision of the draft articles and commentary, providing better guidance to States on this important topic.

 

 3 My delegation believes that the Committee should continue in this spirit with open and constructive dialogue, to further build on the draft articles and commentary. Previous debates on this topic have raised valuable ideas and complex issues. My delegation is committed to meaningful discussions at these resumed sessions to find solutions that appropriately account for the divergence of views, as well as the gravity and importance of this topic, for each of our delegations.
