Procedures for authentication of legal documents to be served on a respondent in Singapore.

  1. Have the document(s) notarised by a Notary Public.
  2. Have the Notary Public’s signature certified by the County Clerk in the state where the document(s) originates.
  3. Have the County Clerk’s signature certified by the Secretary of State of the state where the document(s) originates.
  4. If the document(s) is certified by the Secretary of State of California, you may proceed to forward the document(s) to the Singapore Consulate-General for certification. However, if this is not the case, please have the signature of the Secretary of State of the state where the document(s) originates certified by the Secretary of State of the United States in Washington DC.
  5. After obtaining the signature of the Secretary of State of the United States in Washington DC, you may now forward the document(s) to the Singapore Consulate-General for certification.
  6. Thereafter, the document(s) should be transmitted to Singapore via the Department of State in Washington DC. The relevant judicial authorities in the United States and/or the US Department of State should be able to advise you on the procedure to be followed.

Fees

 

The certification fee is US$8.00 per document. Please pay in cash, or issue Money Order / Cashier’s Cheque in favour of the “Singapore Consulate General”. Please note that we do not accept PERSONAL or CORPORATE CHEQUES. No cash should be sent through the post.

 

Certification by Post

 

If the Certification is done through post, please also include a pre-paid self-addressed stamped envelope for the document(s) to be returned after our certification. Please note that we do not assume any responsibilities for any document(s) lost in the post. We, therefore, advise you to choose a safer mode of transmitting the document(s) for certification.

 

To facilitate the return of your documents by post, please provide a self-addressed and stamped United States Postal Service (USPS) Express Mail / Priority Mail envelope OR a self-addressed prepaid envelope from a courier service of your choice. In the latter, please make sure that pick-up service from our location is available.

 

The above information for applications submitted through Singapore Consulate General in San Francisco only. For submissions through other Singapore Missions, please contact them directly for more information.
