A Certificate of Clearance (COC) is issued by the Criminal Investigation Department of the Singapore Police Force (SPF) to certify that a person has no criminal conviction within a stipulated period of time of residence in Singapore.  The Singapore Trade Office is not authorized to issue such certificates.

Both Singapore and non-Singapore Citizens can submit an application for a COC online at http://go.gov.sg/spf-applyforcertificateofclearance. Non-Singapore citizens with no SingPass/FIN number should contact the relevant Singapore government agencies to confirm their NRIC/FIN number. Employment pass holders should write to the Ministry of Manpower at mom_wpd@mom.gov.sgSingapore PRs, student pass holders and short-term visitors should write to Immigration and Checkpoints Authority (ICA) at https://www.ica.gov.sg/feedbackform . Non-Singapore Citizens are required to have their fingerprint impressions recorded at an authorised institution in their country of residence. Applicants residing in Taiwan can approach any National Immigration Agency Service Centre (https://www.immigration.gov.tw/5385/5388/7181/7184/7193/for assistance, and mail the original fingerprint impressions with the COC application receipt to the COC office. Upon receipt and verification of the fingerprint impressions, the COC will be mailed to the postal address indicated in the application form.
