Dear Sir/Madam
You are invited by the Government of the Republic of Singapore as represented by the Embassy of the Republic of Singapore in Tel Aviv, Israel under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Quote (“ITQ”) for the Supply of an MPV/SUV Car to the Embassy of the Republic of Singapore in Tel Aviv to serve as the Embassy’s official car.
2 You shall be deemed to have read and fully understood the following documents which constitute integral components of this quotation and shall comply with all terms and conditions specified therein: -
(a) Annex A - Instructions to Potential Suppliers (Quotation);
(b) Annex B - Form of Quotation Offer and Price Schedule;
(c) Annex C - Conditions of Contract (Quotation);
(d) Annex D - Requirement Specifications; and
(e) Annex E - Vehicle Information Form.
3 Interested suppliers shall email the Embassy (Ms Renata Sason Konforti) at singemb_tlv@mfa.sg to obtain a set of the quotation documents, and copy to Mr Koh Chong Hau (Koh_Chong_Hau@mfa.gov.sg) & Mr Larry Tay (Larry_TAY@mfa.gov.sg).
4 You may propose amendments to the Conditions of Contract at Annex C or submit your set of Conditions of Contract, order form, and/or other requirement as part of your proposals for consideration. You may also submit multiple models in your proposal.
5 Quotation offers shall be submitted to the Embassy by email to (telaviv_procurement@mfa.sg) as stipulated in the 'Instructions to Potential Suppliers (Quotation)'. The closing date for the Quotation is 14 September 2023 at 1700H (Local Time - Israel). Quotation Offers submitted after the closing date and time may be disqualified.
6 Any enquiries regarding the specifications may be made to singemb_tlv@mfa.sg (Ms Renata Sason Konforti) and copy to Mr Koh Chong Hau (Koh_Chong_Hau@mfa.gov.sg) & Mr Larry Tay (Larry_TAY@mfa.gov.sg) no later than 48 hours before the closing date.
7 The quotation proposals shall be evaluated based on the following criteria: (a) Engine size not exceeding 3,000cc (mandatory); (b) Authorised dealership from car manufacturer in Israel (mandatory); (c) Price Competitiveness (50 points); (d) Compliance with Specifications (40 points); and (e) After Sales Support (10 points).
8 The Government of the Republic of Singapore reserves the right not to select the lowest Quotation Offer, or the whole or any part of any Quotation Offer, or any Quotation at all.The Government of the Republic of Singapore is under no obligation to provide an explanation for any decision made. The decision of the Government of the Republic of Singapore shall be final.
9 This Quotation Document is prepared for information purposes only and does not have any legal effect. It may be supplemented or modified from time to time by notification to the recipient. Circulation, replication, reproduction and disclosure of any information contained in this document in whole or in part are strictly prohibited.
