Information on use of Singapore Certificate of Identity (COI) in Vietnam
A Certificate of Identity (COI) is a travel document issued to Singapore permanent residents who are stateless to facilitate their travels abroad.
With effect from 8 August 2018, the Singapore COI is recognised and accepted as a valid international travel document for travel to Vietnam. COI holders must apply for a valid visa from the Embassy of the Socialist Republic of Vietnam in Singapore before travelling to Vietnam using their COI.
COI holders are further advised that the issuance of a valid Vietnamese visa on their COI does not automatically guarantee them entry into Vietnam.
