A Certificate of Clearance (COC) is issued by the Criminal Investigation Department to certify that a person has no criminal conviction within a stipulated period of time of residence in Singapore. The Consulate-General is not authorised to issue such certificates. More information can be obtained from the SPF website at http://www.spf.gov.sg.
With effect from, 22 June 2016, Singapore citizens who are overseas may make an appointment to take their fingerprints at the Office of Singapore Consulate-General in Ho Chi Minh City, once they have successfully submitted their application online. The Fingerprint Form (also known as the Industrial Identification Form) can be downloaded from www.police.gov.sg through E-Services > Certificate of Clearance (COC) > Apply for COC.
For applicants in Singapore, the application is also to be submitted online. Applicants would have to make payment and book a fingerprinting appointment through the eService.
Non-Singaporean applicants residing overseas may submit their appeal here.
