The Certificate of Clearance (COC) is issued by the Criminal Investigation Department of the Singapore Police Force (SPF) to certify that the subject concerned has no prior criminal conviction in Singapore.

Singapore Citizens
Singapore Citizens Applicants may apply for a COC via the link above. Singapore Citizens are not required to submit fingerprint impression or book for a fingerprint appointment. Applicants shall indicate the complete postal address including postal code during the application, for the COC to be mailed to the postal address indicated. Please note that you should not send your COC to the Consulate for collection as we do not accept mails for individuals.
Therefore, Singapore Citizens do not require to go through the Singapore Consulate for COC applications.
Non-Singapore Citizens
Overseas applicants can get their fingerprint impressions taken by a qualified fingerprint officer from a police establishment or an authorised office such as notary public or embassies.
Therefore, you may approach any other such establishments to have your fingerprint impression taken.
As the consulate only takes fingerprint impressions for Singapore COC purposes, you will need to apply for COC at the abovementioned link before visiting the consulate for taking the fingerprint. Please apply for an appointment here for an taking the fingerprint impression.
