Entry Requirement For All Foreigners
A Singapore visa is not an immigration pass. It is a pre-entry permission for the holder of a valid Singapore visa to travel to, and seek entry, into Singapore. The grant of an immigration pass will be determined by the ICA officers at the point of entry. Possession of a valid visa alone does not guarantee entry into Singapore.
The period of stay granted is shown on the visit pass endorsement given on your passport and it is not tied to the validity of your visa.

Afghanistan, Algeria, Armenia, Azerbaijan, Bangladesh, Belarus, Democratic People's Republic of Korea, Egypt, Georgia, Holders of Hong Kong Document of Identity, India, Iran, Iraq, Jordan, Kazakhstan, Kosovo, Kyrgyzstan, Lebanon, Libya, Macau Special Administrative Region (MSAR) Travel Permit, Mali, Moldova, Morocco, Nigeria, Pakistan, People's Republic of China, Russia, Saudi Arabia, Somalia, Sudan, Syria, Tajikistan, Tunisia, Turkmenistan, Ukraine, Uzbekistan, Yemen, Holders of Palestinian Authority Passport, Temporary Passport issued by the United Arab Emirates and Refugee Travel Document issued by Middle-East countries
Documents Required
(I) For Business Visits
1) Completed Form 14A (original) signed by the applicant in person per application.
2) One recent passport-sized color photograph (to be pasted on the top right-hand corner of (Form 14A) which meets the following requirements:
* Image must be taken within the last 3 months;
* Photograph should be in color, must be taken against a white background with a matt or semi-matt finish;
* Image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features).
3) Photocopy of the applicant's passport biodata page. Please ensure that the passport is valid for at least 6 months from the date of entry and still has blank pages.
4) Completed Form V39A (Letter of Introduction for Visa Application)¹. Letter of Introduction (LOI) may be issued by a local contact in Singapore. For visa applicants attending business negotiation / discussion in Singapore, the local contact must be a Singapore registered business entity. The person acting on behalf of the business entity must be a Singapore Citizen / Singapore Permanent Resident who is at least 21 years old.
5) Copy of the Singapore registered business entity’s detailed business profile (showing the names of all the directors / shareholders) from the Instant Information Service, Accounting and Corporate Regulatory Authority (ACRA) and printed within the last 3 months.
6) Copy of Vietnam Permanent Residence Card / Vietnam Temporary Residence Card / Residence Registration Book (confirmed and stamped by Police of the Ward);
7) Copy of Vietnam Visa and Work permit (if any);
8) Air ticket booking (in and out Singapore) and hotel booking;
* Note: The applicant and the local contact may be required to furnish additional documents and information whenever necessary. Official translations of the documents are required if they are not in the English language. The original(s) is/are required to be presented at point of application for checking purposes and will be returned immediately.
(II) For Social Visits (visiting families, friends, relatives and tourism)
1) Completed Form 14A (original) signed by the applicant in person per application.
2) One recent passport-sized color photograph (to be pasted on the top right-hand corner of Form 14A which meets the following requirement
* Image must be taken within the last 3 months;
* Photograph should be in colour, must be taken against a white background with a matt or semi-matt finish;
* Image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features).
3) Photocopy of the applicant's passport biodata page. Please ensure that the passport is valid for at least 6 months from the date of entry.
4) Completed Form V39A (Letter of Introduction for Visa Application)². Letter of Introduction (LOI) may be issued by a local contact in Singapore. Any Singapore Citizen or Singapore Permanent Resident who is at least 21 years old can act as a local contact. If you are not able to furnish a LOI from a local contact, you may approach your Embassy to issue a LOI to support your visa application.
5) A copy of local contact's Singapore Identity Card.
6) Copy of Vietnam Permanent Residence Card / Vietnam Temporary Residence Card / Residence Registration Book (confirmed and stamped by Police of the Ward);
7) Copy of Vietnam Visa and Work permit (if any);
8) Air ticket booking (in and out Singapore) and relevant hotel booking.

Visa Application Fee
VND500,000 per application (please produce exact amount).
Fees are also prominently displayed at our office counter. The fee collected at the point of application is non-refundable regardless of the outcome of the application, or if the application is withdrawn after submission.
Visa Submission
Visa applications are to be submitted to the Consulate-General from Mondays to Fridays, from 9.00 am to 11.30 am (Except public holidays).
If you have a Singapore citizen or a Singapore Permanent Resident who can act as your local contact and has a SingPass account, the local contact can submit the application online via Submission of Application for Visa Electronically (SAVE) at http://www.ica.gov.sg.
Visa Processing Time
Your visa application will be processed in 3-5 working days (excluding the day of submission). Some applications may take longer to process.
Visa Collection
Please note that with effect from 1 July 2009, e-Visas are issued. If approved, you will be informed on the mode of collection.
